Oracle has two different environments that fall into the low-code space.
First of all there is APEX. Oracle Application Express (abbreviated APEX, previously named Oracle HTML DB) is a web-based software development environment that runs on an Oracle database. It is fully supported and comes standard (at no additional cost) with all Oracle Database editions and, starting with Oracle 11g, is installed by default as part of the core database install.
Originally released in 2004, it has been through many iterations (and name changes) and has been part of the Oracle product family for a long time.
Oracle Visual Builder on the other hand, was introduced in 2018, and has a different focus. Oracle Autonomous Visual Builder Cloud Service (VBCS) is Oracle’s visual low-code development platform for JavaScript based applications with built-in autonomous capabilities. You would mostly use it to extend and augment other Oracle cloud services you are already using.
